In 2000, a crisis in accessibility of services occurred following the closings of two mental health facilities that served Western North Carolina’s uninsured and under-insured. These closings limited the population being served to those with severe, persistent, and chronic mental illnesses, or to those who qualified for Medicaid. The vast majority of the uninsured or under-insured – those with problems such as depression, anxiety, post-partum depression, post-traumatic stress disorder or bipolar disorder that can be successfully treated without intensive case management or in-patient hospitalization – were left with nowhere to turn. In response, All Souls Counseling Center was created to meet the community needs.
